Action nominals (e.g. "running", "destruction") do exist. English construction such as:

"John’s running"
"the enemy’s destruction of the city"

are instead constructed as:

"running by John" (using instrumental case for John)

"destruction of the city by the enemy" (using genitive and instrumental cases for city and enemy, respectively)
